For the Cookies:

1️⃣ Prepare the Base
Line a baking tray with parchment paper.

In a large bowl, combine quick oats and lemon zest. Set aside.

3️⃣ Boil the Wet Mix
In a saucepan over medium heat, melt butter, sugar, milk, lemon juice, and salt. Bring to a gentle boil for 1–2 minutes, stirring constantly.
